What is Ramhan Island?

Ramhan Island is a luxury island community being developed by Eagle Hills off the coast of Abu Dhabi City. Marriott International, which is bringing a hotel here, describes it as a natural island linked by waterways, with scenic bays and mangroves.

The scale is the first thing to understand. Marriott and the project’s main contractor both put the development area at over 4 million square metres. The masterplan covers 1,800 villas and 900 residences in all.

This is not a district being retrofitted. It is a whole island being built at once, with its own hotel, marina and retail, and it is under construction now rather than announced for the future.

In short: A 4 million square metre island community by Eagle Hills, with 1,800 villas and 900 residences, under construction.

What is in the Ramhan Island masterplan?

Arabian Construction Company, the main contractor for the villas, and Marriott both set out what the island will hold.

ElementWhat the sources state
Development areaOver 4 million square metres
Villas1,800
Residences900
HotelA Ritz-Carlton Reserve with 50 private villas
MarinaA marina-oriented public realm with direct waterway access, shopping and dining
Retail and diningDedicated retail and dining districts
OtherServiced residences and a wellness centre

Hassan Allam Construction adds detail on the residential mix. Its scope covers high-end residences together with ancillary mixed-use buildings, plus the infrastructure and landscape works needed to support them.

The waterways matter more than they might sound. Marriott describes floating villas with waterfront views, and the marina is planned with direct waterway access, so the water is a circulation route rather than just a view.

In short: 1,800 villas, 900 residences, a Ritz-Carlton Reserve, a marina with direct waterway access, retail and a wellness centre.

What is the Ritz-Carlton Reserve on Ramhan Island?

The first Ritz-Carlton Reserve in the United Arab Emirates. Marriott International and Eagle Hills signed the agreement in July 2024.

Marriott states it will hold 50 private luxury villas, ranging from one to four bedrooms, including floating villas over the water. It is slated to open in 2029.

Ritz-Carlton Reserve is Marriott’s most exclusive tier, and the brand had seven properties worldwide at the time of the announcement. Marriott describes the concept as a complete escape built around human connection, blending local culture, heritage and environment with intimate settings and individualised service.

For a buyer, the hotel matters beyond the architecture. A branded reserve of that tier sets the service standard for the island and tends to shape how the wider community is positioned and managed.*

In short: The UAE’s first Ritz-Carlton Reserve: 50 private villas from one to four bedrooms, opening 2029.

How will you get to Ramhan Island?

By a major new road link that is already under construction. In October 2026 the Department of Municipalities and Transport announced a project connecting Ramhan and Al Jubail Island to the Sheikh Khalifa bin Zayed Highway (E12).

DetailWhat DMT states

TunnelsThree
Project area166,000 square metres
BudgetAED 872 million
Also includedA network of ramps, roads and utility corridors
CompletionExpected in 2027
StatusAdvanced works underway

DMT gives the purpose as improving road accessibility and capacity and supporting smoother traffic flow nearby, and says the link will unlock new development zones and economic opportunities.

The project also carries environmental commitments. DMT states widespread energy-efficient LED lighting to cut energy use and light pollution, and that about 90 per cent of project waste, over 2,200 tonnes, will be recycled during construction.

This is the single most important thing to track if you are considering buying here. Confirm the current access arrangements with Address Point Properties before you commit, because they are changing.

In short: Seven bridges and three tunnels to the E12, AED 872 million, expected in 2027, with advanced works already underway.

Who is building Ramhan Island?

Eagle Hills is the developer. Marriott describes it as an Abu Dhabi-based private real estate investment and development company, chaired by Mohammad Alabbar, and states that it manages 33 hotels across 11 countries.

Two contractors are named publicly, which gives an unusually clear picture of progress.

  • Arabian Construction Company is main contractor for about 500 high-end villas, with a built-up area of 219,000 square metres. Its scope runs from substructure and superstructure through architectural finishing, MEP integration, external landscaping and infrastructure connections. Mirage is named as consultant, and ACC lists the project as under construction with delivery phased across multiple villa clusters.
  • Hassan Allam Construction – Abu Dhabi is a subsidiary of Hassan Allam Holding. It was awarded complete construction works for Phases 2 and 4 in December 2024, covering high-end residences, ancillary mixed-use buildings, infrastructure and landscape works.

Two established contractors working in parallel on separate phases is a reasonable sign of momentum on a project of this size.*

In short: Eagle Hills develops it; Arabian Construction Company and Hassan Allam Construction are building separate phases.

Where is Ramhan Island and what is nearby?

Off the Abu Dhabi coast, and the E12 link will place it within the island belt that holds most of the emirate’s premium waterfront communities.

The Sheikh Khalifa bin Zayed Highway (E12) is the connection that makes all of this work, and the Sheikh Khalifa Bridge carries that corridor. Khalifa City and Masdar City sit inland from it, with Zayed International Airport close by.

In short: Within the island belt alongside Jubail, Saadiyat and Yas, connected by the E12 corridor.

Who does Ramhan Island suit?

  • Buyers who want a villa on the water rather than an apartment
  • People drawn to a branded island community with a Ritz-Carlton Reserve on it
  • Boat owners, given the marina and the direct waterway access
  • Buyers comfortable with off-plan who want to enter an island community early
  • Households who want mangroves and bays rather than a built-up beachfront

Who might prefer somewhere else?

Anyone who needs a home now. Ramhan Island is under construction, so this is an off-plan purchase with the waiting and the delivery risk that carries. Saadiyat Island, Al Raha Beach and Al Reem Island all have completed waterfront stock.

Anyone whose daily life depends on being minutes from schools, hospitals and offices. Island communities trade convenience for setting, and the mainland districts win on that measure.* Our guide to the best areas for families in Abu Dhabi compares the options.

And anyone who wants an established island with its amenities already running should look at Yas Island or compare the two in our Yas Island vs Saadiyat Island guide.

In short: Not for buyers who need a completed home, or who want amenities already up and running.

Is Ramhan Island a good investment?

The case rests on three things that are unusually well documented for an off-plan project.

First, the access is funded and under way. A AED 872 million government road project with seven bridges and three tunnels is expected in 2027. That removes the question mark that usually hangs over island developments.* DMT itself frames the link as unlocking new development zones.

Second, the branding is committed. A signed Marriott agreement for the UAE’s first Ritz-Carlton Reserve, opening 2029, is a harder commitment than a masterplan rendering.*

Third, construction is visibly progressing. Two established contractors are working separate scopes, with ACC alone covering about 500 villas and 219,000 square metres of built-up area.*

Against that, the ordinary off-plan cautions apply. Delivery dates move, and the island’s amenities will arrive in phases rather than at once. A community this new also has no resale track record yet.* Address Point Properties can tell you what is currently available, at what price, and on what payment terms.

In short: Funded access, a committed hotel brand and active construction. Still off-plan, with the usual delivery risk.

Is there a Ritz-Carlton on Ramhan Island?

Yes. Marriott International and Eagle Hills signed an agreement in July 2024 to bring a Ritz-Carlton Reserve to Ramhan Island. Marriott states it will be the first Ritz-Carlton Reserve in the United Arab Emirates. It will hold 50 private luxury villas ranging from one to four bedrooms, including floating villas over the water, and is slated to open in 2029. Ritz-Carlton Reserve is Marriott’s most exclusive tier, with seven properties worldwide at the time of the announcement. Marriott describes the concept as a complete escape built around human connection, blending local culture, heritage and environment with intimate settings and individualised service.

How many villas are on Ramhan Island?

The masterplan covers 1,800 villas and 900 residences, according to Arabian Construction Company, the main contractor for the villas. ACC’s own contract covers about 500 of those high-end villas, with a built-up area of 219,000 square metres, delivered in phases across multiple villa clusters. Hassan Allam Construction is separately building Phases 2 and 4, covering high-end residences and their ancillary mixed-use buildings along with infrastructure and landscape works. Beyond the villas, the island will also hold 50 private villas at the Ritz-Carlton Reserve, serviced residences and marina residences. For what is actually available to buy at any given moment, contact Address Point Properties.

Is Ramhan Island finished?

No. It is under construction, which ACC states on its own project page, and this is an off-plan purchase rather than a completed home. Two contractors are working separate scopes in parallel, and the road access project is also still being built, with completion expected in 2027. For buyers that means two things. You carry delivery risk until handover, and the island’s amenities will arrive in phases rather than all at once. Establish the expected handover date and the payment terms for any specific unit before committing. Anyone who needs a completed waterfront home now should look at Saadiyat Island, Al Raha Beach or Al Reem Island instead.

Where exactly is Ramhan Island?

Off the coast of Abu Dhabi City, within the belt of islands that holds most of the emirate’s premium waterfront communities. Its nearest neighbour is Al Jubail Island, which shares the same new bridge network to the E12 and is home to Jubail Mangrove Park. Saadiyat Island, with its cultural district, and Yas Island, with its entertainment and theme parks, are the other major islands nearby.

Al Maryah Island and Al Reem Island sit closer to the city centre. Sheikh Khalifa bin Zayed Highway is the corridor that connects all of it, and Zayed International Airport is close by. Drive times will depend on the new link, so test them once it opens.

Can foreigners buy on Ramhan Island?

Property ownership rules in Abu Dhabi are set by federal and emirate-level authority. Eligibility depends on the specific plot and the ownership right being offered, rather than on a community’s marketing. The Abu Dhabi Real Estate Centre sets the framework. Under it, registration of property for people who are not UAE or GCC nationals is tied to designated investment areas. Investment areas are themselves specified by decision of the Executive Council. Rules and designations change. Address Point Properties can confirm the current ownership position for any specific Ramhan Island property before you commit to anything, and that confirmation should come before a reservation, not after.

Is Ramhan Island a good investment?

Three things make the case unusually well documented for an off-plan project. The access is funded and under way, with a AED 872 million government road project of seven bridges and three tunnels expected in 2027, which removes the question mark that usually hangs over island developments; DMT itself frames the link as unlocking new development zones.* The branding is committed, with a signed Marriott agreement for the UAE’s first Ritz-Carlton Reserve opening in 2029.* And construction is visibly progressing, with two established contractors working separate scopes.* Against that, delivery dates move, amenities arrive in phases, and a community this new has no resale track record yet.*

What does a villa on Ramhan Island cost?

Prices on an off-plan island community move with each release and with the market. The figures circulating on third-party listing sites are not a reliable guide to what you would actually pay today. Address Point Properties can give you current pricing and what is genuinely available across the phases now under construction. We can also give you the payment terms on offer and the expected handover for any specific unit. We can set those numbers against completed waterfront stock on Saadiyat Island, Al Raha Beach and Yas Island. That is the comparison most buyers at this level need before choosing between a finished home and an off-plan one.
