Abu Dhabi Commits AED 42 Billion to Infrastructure, Housing and Sustainability Initiatives

Abu Dhabi has announced a comprehensive AED 42 billion investment programme focused on infrastructure development, housing expansion and sustainable urban growth, reinforcing the emirate’s position as a leader in smart city development and quality of life enhancement.

According to data released by the Department of Municipalities and Transport, the initiative encompasses nearly 190,000 approved housing units as part of the emirate’s ongoing urban expansion strategy. The announcement marks a significant acceleration in Abu Dhabi’s institutional development, with new programmes designed to enhance operational efficiency and government services across Abu Dhabi, Al Ain and Al Dhafra regions.

Quality of Life Investments

Under the emirate’s Lifestyle Strategy, more than 60 development projects valued at AED 12 billion were completed in 2025. These initiatives include over 200 parks and sports facilities, 24 schools, 21 mosques and 28 community councils. The infrastructure improvements also feature 120 kilometres of walking tracks and 283 kilometres of cycling lanes throughout the emirate.

Additional community facilities are in the pipeline, including 16 new parks planned for Al Shamkha, further expanding recreational options for residents.

Urban Expansion and Digital Innovation

The Department of Municipalities and Transport approved approximately 75 million square metres of gross floor area for development during 2025, representing an annual growth rate of 137 per cent. The approved projects comprise more than 158,000 residential units for the broader real estate market and approximately 30,000 homes designated for UAE nationals.

To streamline regulatory processes, authorities launched “Binaa,” an AI-powered digital platform designed to enhance regulatory services and accelerate project approvals. The department also implemented smart tracking systems and AI-powered cameras across its vehicle fleet to improve operational performance as part of Abu Dhabi’s broader digital transformation strategy.

Sustainable Transport Solutions

The Integrated Transport Centre has continued to expand environmentally friendly mobility options. Bus Route 65, which connects Marina Mall and Al Reem Island and serves approximately 6,000 passengers daily, has been converted to hydrogen and electric power. This initiative forms part of Abu Dhabi’s broader strategy to transform Abu Dhabi Island into a green public transport zone by 2030.

The emirate also achieved a regional milestone with the launch of fully commercial Level 4 autonomous vehicles, marking the first such deployment in the Middle East and North Africa region.

Environmental Performance and Real Estate Growth

In line with circular economy objectives, Abu Dhabi successfully diverted 94 per cent of non-liquid operational waste from landfills into recycling systems. The emirate also achieved 100 per cent recycling of maintenance oils.

The real estate sector demonstrated robust performance, with Abu Dhabi registering AED 142 billion in property transactions during 2025, representing a 44 per cent increase from the previous year. A total of 42,814 transactions were completed, while foreign direct investment in the sector reached AED 8.2 billion, supported by investors from more than 100 nationalities.
