ABU DHABI — Abu Dhabi’s Department of Municipalities and Transport (DMT) has announced that advanced works are underway on an AED 872 million road project connecting Ramhan Island and Jubail Island to Sheikh Khalifa bin Zayed Highway (E12). The development includes seven bridges and three tunnels and is expected to be completed in 2027.
The announcement, published by the Abu Dhabi Media Office on 27 October 2026, describes the project as part of DMT’s wider efforts to strengthen mobility links in line with urban and economic development across the emirate.
What the project includes
According to DMT, the development covers an area of 166,000 square metres. Alongside the seven bridges and three tunnels, it includes a network of ramps, roads and utility corridors.
The department says these works are designed to improve road accessibility and capacity and to support smoother traffic flow in the surrounding area. DMT has not published lane counts, individual bridge or tunnel lengths, or the name of the contractor in its announcement.
Opening access to new development zones
Eng. Eisa Mubarak Almazrouei, Director General of Infrastructure Development at DMT, described the project as “an important part of Abu Dhabi’s evolving transportation network”. He said it will facilitate access to Ramhan and Jubail Islands while unlocking new development zones and economic opportunities, and that it reflects the department’s approach to creating integrated, liveable communities that support the emirate’s expansion.
For the property market, the significance lies in connectivity. Both islands lie off Abu Dhabi’s coast and are earmarked for major residential and commercial development, and direct road access is an important consideration for residents, buyers and investors evaluating island master-planned communities.
The two islands
As reported by The National, Ramhan Island is being developed by Eagle Hills across 400 hectares, with construction underway. On completion, it is planned to include around 1,800 stand-alone villas, 900 marina residences, a luxury hotel and a retail promenade.
Jubail Island, developed by LEAD Development, is a 4,000-hectare waterfront master-planned community surrounded by protected mangroves, waterways and forested trails.

Sustainability measures
DMT says the project incorporates energy-efficient LED lighting throughout to reduce energy consumption and light pollution. Approximately 90 per cent of the project’s waste, equivalent to more than 2,200 tonnes, will be recycled during construction.
What happens next
Works are already at an advanced stage, with completion targeted for 2027. Once finished, the project is expected to give residents and visitors of Ramhan and Jubail Islands improved road access to the E12. For more on the capital’s communities, see our Abu Dhabi City area guide.
